limits the ability to plant trees along the street frontage. A condition has been added that five <br />additional trees be incorporated in to the front yard area of the development in lieu of being <br />located along the right-of-way. These trees would be in addition to those identified in the <br />tree counts in the above section and would increase the number of trees the application has <br />proposed to plant. The applicant is aware of this requirement. <br />Perennials and Shrubberies — Meets Requirements <br />City Code requires that at least ten percent of the total landscaped area shall be covered with <br />perennials and/or shrubbery. Code requires 6,013 square feet of perennials and shrubbery. <br />The applicant is proposing 8,490 square feet. <br />Planting Islands — Flexibility Requested <br />City Code requires that at least ten percent of the parking area be occupied by planting <br />islands that are at least 150 square feet in size and have at least one tree, which equates to <br />1,938 square feet of planting islands. The applicant is providing 886 square feet. The <br />configuration of the parking lot and proximity to the building make parking islands difficult <br />to place. Residential developments in general require less parking then commercial <br />developments making less room for planting islands. <br />Tree Selection — Meets Requirements <br />Of the 75 trees proposed to be removed 35 are ash trees. The rest are primarily box elder, <br />silver maple, and cottonwoods, all undesirable species. The proposed trees to replace these <br />are extremely divers and include; Red Maples, American Lindons, Hackberry, Dogwoods, <br />Black Hills Spruce, Scotch Pine, Eastern Pine, and Tannenbaum Pine. All of these species <br />are appropriate for urbanized locations and would grow well in their proposed locations. <br />C. Parking — Section 1325.06 — Meets Requirements <br />The City Code requires two parking stalls for every dwelling unit. The proposed <br />development would meet this requirement with 55 underground parking stalls and 55 surface <br />parking stalls. <br />3. Design Standards — Section 1325.05 Subd. 8 <br />The proposed zoning district for this property is R-4, Multiple Dwelling District. This <br />zoning district does not include design standards such as those that have been adopted for the <br />B-2 and B-3 Districts. However, at the suggestion of the City Council at the August work <br />session, Staff has reviewed the application as if the design standards from those districts were <br />in place. The discretion offered the Planning Commission and City Council through the <br />PUD review process allows additional scrutiny when needed to ensure a high quality <br />development.
