Sand Companies, Inc has not taken ownership of the property at this time and is still in the <br />process of negotiating the details of the tower with the existing owner. The current manager <br />for the property is a representative of the Reiling Estate that has owned the property since the <br />original CUP was approved. Neither the current manager nor Sand Companies was aware of <br />the noncompliance with the original conditional use permit; nevertheless, the representative <br />for the Reiling Estate acknowledges that this issue needs to be resolved. <br />5. Traffic Study and Transportation Improvements. <br />The City ordered SRF Consulting to perform a traffic study for the proposed development. <br />The City has received the draft report, and the final report will be forwarded to the Planning <br />Commission as soon it is received. The draft report indicates that except for the County <br />Road F and Hamline Avenue/Highway 51 intersection, the other intersections near the <br />property operate at level of service D or better, which is considered acceptable. Furthermore, <br />SRF Consulting found that the proposed development alone would not have any discernable <br />impact on traffic at any nearby intersections. <br />The draft study proposes minor upgrades to the County Road F and Lexington Avenue <br />intersection, which is being reviewed by the County, and Staff is awaiting comment. The <br />County Road F and Hamline Avenue/Highway 51 intersection need to be reconstructed and <br />have a traffic signal added, but the Arden Village project is not considered the impetus for <br />that improvement and will not make the current situation worse. As part of the Minnesota <br />Department of Transportation's future plans for the Interstate 694 and Highway 51 <br />interchange reconstruction, they have included a traffic signal at County Road F, though the <br />timeline is not yet known. <br />Future development of the Boston Scientific campus, in accordance with their previously <br />approved Master Plan, would impact traffic significantly at a number of key intersections. <br />SRF Consulting has made a number of recommendations, including the installation of a <br />traffic signal at Hamline and County Road F, for such time when Boston Scientific moves <br />forward with their long term plans. Traffic improvements are included as conditions of <br />approval for future expansion at Boston Scientific. <br />Finally, the draft traffic study did not have concerns about the access to the property or the <br />proposed parking. <br />6. Sign Code <br />The applicants have proposed a monument sign at the entrance to identify the development. <br />The location of the sign is indicated in the attached plans; however, the applicants have not <br />yet determined the design of the sign.
