6. Park Dedication (1130.08 Subd 2) <br />For a subdivision that results in new dwelling units in excess of four units per acre, Section <br />1130.08 Subd. 2 of the Subdivision Ordinance permits the City to require the applicants to <br />dedicate up to ten percent of the buildable land area in the subdivision or to pay a park <br />dedication fee of up to ten percent of the property's land value at the time the final plat is <br />approved. <br />According to information provided by the applicant, the current value of the property has <br />been determined to be $750,000. In 2009, Ramsey County assigned an assessed value of <br />approximately $710,000. State Statutes require the City to use the value of the property prior <br />to development when determining park dedication requirements. This means that the park <br />dedication requirement, if it were paid in a fee, would be an estimated $75,000. In order to <br />meet this obligation, the applicants have proposed to construct a 1,680 foot sidewalk along <br />the south side of County Road F across the length of their property and connecting to the <br />existing sidewalk at the entrance to Land O' Lakes. This would create a pedestrian <br />connection to Lexington Avenue and complete a gap in the City's sidewalk system. <br />Moreover, the City Council and staff were concerned about the inadequate pedestrian access <br />to this property from Lexington Avenue or other parks. This sidewalk helps to alleviate <br />those concerns. The cost of the sidewalk is currently estimated at approximately $85,000; <br />however, the details of the trail that will impact the final cost and are still being negotiated <br />with the County. At this time, staff anticipates the developer will cover the gap between the <br />park dedication requirement and the cost of the sidewalk. <br />7. Additional Review <br />A. Building Official, Fire Marshal, Public Works Director, and Civil Engineer <br />The Building Official, Fire Marshal, Public Works Director, and City Engineer have <br />reviewed the application and do not have any objections to the proposed project. The Public <br />Works Director and City Engineer are recommending an eight foot wide trail, rather than a <br />six foot trail, as proposed by the developer. All final grading and utility plans will be subject <br />to the Engineer approval prior to the issuance of any permits. All final plans will be subject <br />to the Fire Marshal approval prior to the issuance of any permits. <br />B. Ramsey County Review <br />Ramsey County has reviewed the application and offered comments regarding the proposed <br />trail. Ramsey County is recommending an eight foot wide trail with a four foot boulevard for <br />the majority of the length of the trail. The applicant is aware of these comments. Due to the <br />terrain, utilities, and costs, negotiations with the County are ongoing.
