5.2. Funding The proposed project is eligible for assessments according to the City of Arden Hills Assessment Policy. Per City policy, a portion of the street improvement costs will be assessed to the benefiting properties. Along with assessments, street costs will be financed through the PIR fund and a State Aid option. Utility improvements will be funded from the appropriate enterprise fund, and are not assessable. State Aid funds may be applied to the project to cover the cost of roadway and drainage improvements on Valentine Avenue.
