1. EXECUTIVE SUMMARY The 2010 Pavement Management Prod ect includes the reconstruction of Valentine Avenue, Valentine Court, and Valentine Crest Road; and a mill and overlay on Janet Court, Katie Lane, and Katie Court. The project also includes storm drainage improvements and improvements to the existing watermain and sanitary sewer. A map showing the project location can be- found on Figure I in Appendix A. The proposed project includes a State Aid funded option for Valentine Avenue (26 feet wide, posted no parking) and a non State Aid funded option of 24 feet wide. It also includes. reconstructing Valentine Court and Valentine Crest Road to their existing widths of 24 feet and 28 feet wide. Stormwater management will be provided using the existing drainage system and adding catch basins to improve drainage. Drainage improvements will be completed to meet the requirements of the Rice Creek Watershed District (RCWD). Watermain improvements include replacement of existing lines that have a frequent break history and require maintenance. Sanitary sewer improvements include casting adjustments to accommodate the roadway reconstruction and spot replacement of sags or other pipe deficiencies. The proposed improvement cost is estimated to be $1,135,423 which includes contingencies and overhead costs. Funding for the project will be provided through assessments to benefiting properties, sanitary sewer utility funds, watermain utility funds, surface water management utility funds, Permanent Improvement Revolving (PIR) funds, and State Aid funds. The proposed project schedule includes beginning construction in. May -June 2010, with final completion by October 1, 2010. This project is feasible, necessary, and cost-effective from an engineering standpoint and should be constructed as proposed herein.
