3. ' EXISTING CONDITIONS <br />3.1 Streets <br />The proposed project is within urban areas developed into single-family residential lots. The <br />roadways within the project area were rated based on surface pavement observations and <br />classified into Pavement Condition Indices (PCI) using GoodPoint Technology's pavement <br />management software. The pavement condition ratings are divided into three categories (100- <br />66) adequate, (65-3 1) marginal, (30-0) problem. They lack proper <br />drainage and do not have curb and gutter. which improves drainage. The roadways have 3 <br />to 5 inches of blacktop and 5 inches of sand and gravel aggregate on top of sandy lean <br />clay. The soil borings can be found in Appendix B. <br />The roadways were seal coated 8 years ago, and Valentine Avenue and Valentine Crest <br />Road were overlaid 18 years ago. The roadways have satisfied their life expectancy and <br />additional maintenance would not be feasible. Pavement conditions and geotechnical <br />data indicate that there is a structural failure due to poor subgrade.
