PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES
December 15, 2009
4A. Project Updates
Ms. Olson stated County Road E grant funding was under review and that the City should hear
on the applications sometime in January. She noted the CP Rail Bridge funding was under
review as well and the City would be hearing sometime in January also.
Ms. Olson explained that if the City did not receive funding from the grants on either project the
Council would need to consider using State Aid funds, which would alter path widths. She
indicated the City was applying for a variance at this time to meet the State Aid requirements.
Ms. Olson stated the City was applying for an Electrical Energy Efficiency grant to assist the
City in providing energy efficient lighting for the ice rinks. The grant would be written in the
next month and would provide savings to the City if approved.
Ms. Olson indicated the Committee would need to review and weigh in on several projects early
in 2010 after hearing back from the grant opportunities. The Council would then proceed on the
prof ects.
B. Bocce Golf Course Location Discussion
Ms. Olson indicated Lanny Baumann and Rich Straumann had agreed to research the possibility
of finding a new location for the bocce golf course.
Mr. Baumann felt that Ingerson Park would be the best location as it has parking and would
benefit from the new amenity. He noted there was room for six or nine holes and suggested a
rail be placed near the hill to stop balls from rolling away.
Mr. Baumann indicated he could make a better determination in the spring when the leaves and
snow were removed. He explained that Floral Park was another option, but that the Committee
could decide either way if this was a benefit to the park systems going forward.
Ms. Olson asked for the yearly expense on the bocce golf course. Mr. Baumann estimated the
expense to be $100 for new flags and updating the stones.
Ms. Olson questioned if the proposed rail in Ingerson Park would interfere with mowing or
prohibit sledding at the park. Mr. Baumann stated the rail was proposed for a different location
and would not prohibit sledding. He indicated the mowers would have to mow along it and the
grass in this area was not too thick.
Chair Peck stated that Ingerson Park was under-utilized at this time and could benefit from an
added amenity.
Mr. Baumann displayed several bocce ball sets and explained the pricing differences. He then
reviewed how the golf course holes were set and used within the course. _
