�.� E HIL <br />N LS <br />MEMORANDUM <br />DATE: January 25, 2010 <br />TO: Honorable Mayor and City Council Members <br />Sue Iverson, Acting City Administrator <br />FROM: Kristine Giga, Civil Engineer <br />SUBJECT: 2010 Pavement Management Program (PMP)- Valentine Avenue <br />Back�round/Discussion <br />On January 11, 2010, the City Council ordered the improvements and preparation of <br />plans and specifications for the 2010 Pavement Management Program, with a 24-foot <br />street width for Valentine Avenue. This design does not meet Municipal State Aid <br />(MSA) design requirements; therefore this proj ect will not be eligible for MSA funds. <br />An urban municipality's Municipal State Aid Street (MSAS) system is comprised of 20 <br />percent of a city's county road and local improved mileage. Arden Hills' total street <br />mileage is 30.85 miles; mileage allowed for MSA designation: 6.17 miles. Currently, <br />Arden Hills has designated a116.17 miles allowed. <br />The length of Valentine Avenue is 0.23 miles. The City does have options to reassign the <br />mileage from Valentine Avenue to other streets. Staff must provide a list of street <br />segments, historical maintenance information and existing conditions to Mn/DOT State <br />Aid for their review in order for them to confirm these street segments as potential MSA <br />candidates. Staff is working on coordinating this with Mn/DOT. <br />A memorandum prepared for the April 30, 2007, City Council meeting regarding MSA <br />street designation is attached for reference. <br />Financial Implications <br />If the City Council would like final design completed for both 24-foot and 26-foot street <br />widths along Valentine Avenue, this will result in additional design costs; the scope of <br />the proj ect included final design for one alternative only.
