Schedule Implications <br />Proj ects using State Aid funding must be submitted to State Aid for their review. In <br />previous years, the review turnaround typically ranged from two to four weeks. This past <br />year, cities have observed the review period to have taken as long as six weeks. The 26- <br />foot wide design is what would need to be reviewed by State Aid. The proposed proj ect <br />schedule does allow four weeks for State Aid review; however, if there is a backlog at <br />State Aid, there may be future delays. If MSA funds are not used on this proj ect, it is <br />anticipated that the bidding schedule could be advanced to early March. <br />Assessments <br />As detailed in the feasibility report, the street width of Valentine Avenue affected the <br />proposed assessment rate for streets being reconstructed. The table below lists the <br />estimated assessment rate per residential equivalent units (REU) for each option. <br />Type of Improvement Number of REUs Estimated Assessment Rate <br />Reconstruction (24-foot width) 31 $8,656 <br />Reconstruction (26-foot width) 31 $ 8, 8 3 3 <br />Resident Comments/Concerns <br />At the neighborhood meeting, several comments and concerns were raised by the <br />residents concerning street width and parking. <br />Residents expressed concerns about speeding and through traf�c on Valentine Avenue. In <br />response to these concerns, the feasibility report also provided an option for a 24 foot <br />wide road. However, this design would not allow the City to use State Aid funds on this <br />proj ect. <br />Residents had mixed responses about the need for on-street parking; many did not have <br />concerns, while others would like to see on-street parking available at all times after the <br />proj ect is complete. A 26-foot wide street using MSA funds would be required to be <br />posted no parking on both sides of the street at all times. Parking restrictions would be at <br />the discretion of the City Council if the street were constructed to a width of 24 feet and <br />MSA funds are not used.
