MEMORANDUM <br />DATE: April 25, 2007 AGENDA ITEM 4C <br />T4: Mayor and City Council <br />Michelle Wolfe, City Administrator <br />FROM: Kristine Giga, Civil Engineer <br />SUBJECT: Municipal State Aid Street Designation <br />BACKGROUND <br />As a result of the reconfiguration of Red Fox Road and the elimination of the TH 51 frontage <br />road in the 2005 PMP, the City needs to reassign 0.47 miles of Municipal State Aid (MSA) <br />streets. Staff reviewed the existing street system to identify road segments that are candidates for <br />MSA streets. Two segments staff identified are Beckman Avenue, from New Brighton Road to <br />Lake Johanna Boulevard (0.18 miles), and Valentine Avenue, from Valentine Lake Road to Old <br />Highway 10 (0.23 miles). These streets were selected because they meet the requirements to be <br />MSA streets, and most closely match the available mileage generated by revoking Red Fox <br />Road. The MSA Needs Manager has indicated to staff that these reassignments are acceptable <br />and will be formalized once a City Council resolution is submitted. <br />DISCUSSION <br />The State Aid Program was established in 1956 as a part of Minnesota's State constitution. Its <br />primary goal was to distribute state aids to local roads and bridges so that a balanced highway <br />system could be established sufficient to serve varied types and volumes of traffic. The funding <br />for the program, the State's Highway User Tax Distribution Fund (HUTDF), is made up of <br />license tab fees, vehicle sales tax, and gas tax revenues. 95% of this money is used to fund road <br />improvements at the state, county and local level. The distribution of this 95% is; 62% for Trunk <br />Highways, 29% for County State Aid Highways (CSAH), and 9% for Municipal State Aid Street <br />(MSAS).
