A—R-DEN HILLS CITY COUNCIL—December 14, 2009 13
7A. Motion to Adopt Resolution 2009-042; A Resolution Adopting a Modification
to the Development Program for Development District No. 1; and a Modification to
the Tax Increment Financing Plan for Tax Increment Financing District No. 3
(continued)
Ms. Kvilvang stated that in the future if the City is looking to provide assistance in
these areas the Development District could be modified and it would be a straight
forward process.
Councilinember McClung asked what the process would be for modifying the
boundaries of the district.
Ms. Kvilvang stated that the process would include a public hearing to let the
public know what parcels were being added to the district and the taxing
jurisdictions would need to be notified and have the opportunity to respond. The
costs involved would be limited to Staff time and the costs of holding a public
hearing and filing the changes with the OSA and the County Auditor.
Councilinember Holden stated that there are projects listed in the memo that the
Council is not aware of such as a mixed use development on the Old Holiday Inn
property.
Finance Director Iverson clarified that the projects listed in the memo were only
potential projects and that there were no official projects at this time. Staff only
provided a couple of examples of where the funds could be used for the Council to
reference. The funds would not be limited to these sites,
Councilinember Grant asked if this modification would be subject to approval by
either the school board or the County.
Ms. Kvilvang stated that it would not be.
Finance Director Iverson stated that they had been informed and did not have any
objects.
MOTION: Councilmember McClung moved and Major Harpstead seconded
a motion to Adopt Resolution 2009-042; a Resolution Adopting a
Modification to the Development Program for Development
District No. 1; and a Modification to the Tax Increment Financing
Plan for Tax Increment Financing District No. 3.
