ARDEN HILLS CITY COUNCIL—December 14, 2009 14 <br /> 7A. Adopt Resolution 2009-042; A Resolution Adopting a Modification to the <br /> Development Program for Development District No. 1; and a Modification to the <br /> Tax Increment Financing Plan for Tax Increment Financing District No. 3 <br /> (continued) <br /> Councilmember Holden stated she would vote against this motion at this time. <br /> Residents would like to see lower taxes and this would be one way to assist in <br /> achieving this goal. The Council has repeatedly stated that they do not like TIF yet <br /> they are looking at extending this so she would not be supporting this. <br /> Councilmember Holmes stated it is important to consider affordable housing and <br /> extending this district would be a tool that the City could use in the future. At this <br /> time she would support this motion. <br /> Councilmember McClung requested Staff look at the items that are on the agenda <br /> and not make duplicate copies but rather put the two items together. <br /> Mayor Harpstead stated he would support this motion. By extending the district <br /> the City could accomplish additional affordable housing. <br /> Councilmember McClung stated he would also support this motion. There is an <br /> opportunity to do something in the area of affordable housing and this is a tool that <br /> the City could use. Not extending the district will not necessarily lower future <br /> taxes. <br /> Councilmember Holden stated she agrees that it would not necessarily lower taxes <br /> but she does have a hard time with having hard-working residents pay for <br /> affordable housing. <br /> Councilmember Grant clarified that by voting in favor of this motion he is not <br /> predisposing future votes for using the funds. <br /> The motion was called to a vote. <br /> The motion carried (4-1). <br /> Ayes: Mayor Harpstead, Councilmembers McClung, Grant, <br /> Holmes <br /> Nays:Councilmember Holden <br />
