AR-DEN HILLS CITY COUNCIL—December 14, 2009 23 7C. Approve the 2010 Capital Improvement Plan; Motion to Adopt Resolution 2009-040 Adopting the Proposed 2010 Budget; Motion to Adopt Resolution 2009- 041 Setting the Final Levy for Taxes Pay able in 2010 (continued) due diligence from past Councils to maintain water and sewer lines, make street repairs, and maintain parks, the City is in a catching up phase where they are working towards a maintenance phase. The cost to replace things will be much greater in the future if things are not maintained now. Councilmember Grant stated that the only way to save would be to lower the budget. Mayor Harpstead stated that part of the reason the City has funds in their Capital Improvement Fund is not because the City budgets for it but because the City has captured the overages over the years. This allows the City the opportunity to make the improvements to the infrastructure that the residents would like. He stated that he does agree that the City could eliminate any potential overages but then the City should consciously budget to create the Capital Improvement Fund. MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a motion to Approve the 2010 Capital Improvement Plan (CIP) as Presented in the Amount of $3,105,335, a Motion to Adopt Resolution 2009-040; a Resolution Adopting the Proposed 2010 Budget in the Amount of $11,262,180 and a Motion to Adopt Resolution 2009-041; a Resolution Setting the Final Lew for Taxes Payable in 2010 in the Amount of$3,057,666. MOTION: Councilmember McClung moved to amend Resolution 2009-041; A Resolution Setting the Final Lew for Taxes Payable in 2010 to an Amount of $2,948,646, for a 0% increase over 2009. The motion failed for lack of a second. MOTION: Councilmember McClung moved to amend Resolution 2009-041; A Resolution Setting the Final Lew for Taxes Payable in 2010 to a 1.7% increase over 2009. The motion failed for lack of a second. MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion to amend Resolution 2009-041; A Resolution Setting the Final Levy for Taxes Payable in 2010 to an Amount of $3,016.,465,, for a 2.3% increase over 2009.
