ARDEN HILLS CITY COUNCIL—December 14, 2009 29 <br /> 8C. Renewal of the Police Services Agreement with Ramsey County Sheriff's <br /> Department (continued) <br /> Mayor Harpstead stated that his understanding is that "in all contract cities" are <br /> the words of Administrator Moorse and you would need to reference the chart to <br /> see if this particular car was called into these areas. <br /> City Administrator Moorse stated the time this vehicle spends in either Gem Lake <br /> or North Oaks is very minimal and this .was taken into consideration when <br /> allocating the costs. <br /> Councilmember Grant restated that Arden Hills should not be charged for a patrol <br /> car that is designated to a street or corridor that is not part of Arden Hills. <br /> Councilmember Holden asked how it was calculated how much time this patrol <br /> car spent in each City. <br /> Mayor Harpstead stated this was based on actual number of calls not actual <br /> minutes. <br /> Councilmember Holden clarified that based on that the charge would be for when <br /> an additional car came into the City since Arden Hills was paying for a separate <br /> 24/7 vehicle or the Arden Hills car was in Shoreview and it had to come into Arden <br /> Hills. <br /> City Administrator Moorse stated that this is not clear in these documents. There <br /> are a large number of call types that do require more than one squad car be present <br /> and would assume that the majority of the calls would be when there is more than <br /> one squad car required. <br /> Councilmember Grant asked if the Arden Hills car gets called out to assist another <br /> community if Arden Hills would get credit for their car being outside of Arden <br /> Hills. <br /> Mayor Harpstead stated the Arden Hills car gets called out to Shoreview and <br /> Shoreview's cars are the one predominately called into Arden Hills. <br /> Councilmember McClung stated the Arden Hills car also spends time in Vadnais <br /> Heights and Little Canada. <br /> Councilmember Holmes asked for additional clarification on the economies of <br /> scale. <br />
