ARDEN HILLS CITY COUNCIL—December 14, 2009 30 <br /> 8C. Renewal of the Police Services Agreement with Ramsey County Sheriff's <br /> Department (continued) ; <br /> Mayor Harpstead explained to Councilmember Holmes that the cost per capita <br /> would be less for Shoreview based on their larger population. Page 3 shows that <br /> Shoreview has 10.3 deputies and in order to be equal to the number that Arden Hills <br /> has they would need to be at 10.8. Shoreview also subcontracts .8 of their deputies <br /> to North Oaks. This means that Shoreview actually has 10 patrols to cover 25,000 <br /> people and Arden Hills has 5.4 deputies to cover 10,000 people. <br /> Councilmember Holmes stated if Arden Hills has 5.4 deputies this would mean <br /> that they do not have as much to do in Arden Hills and they are spending more time <br /> in Shoreview. <br /> Mayor Harpstead stated Arden Hills does have a lower call frequency than some <br /> cities. Arden Hills could have negotiated the contract based on per capita but then <br /> they would not have someone present 24/7. <br /> Councilmember Holmes stated Arden Hills does not have coverage 24/7 now and <br /> the contract should be based on population. <br /> Councilmember Holmes stated this needed to be looked at closer. <br /> Mayor Harpstead stated it would be appropriate to take the overall service level of <br /> the entire cities and look at that rate per capita. You would be at a number that is <br /> higher than the number that was cited earlier for Shoreview. <br /> Councilmember Holmes stated this needed to be looked at closer. <br /> Councilmember Holden stated Arden Hills has several non-profit organizations in <br /> the City. She asked if there was a way that the City could recuperate public safety <br /> costs from these organizations since they do not pay property taxes. <br /> Finance Director Iverson stated Staff would look into this and get back to the <br /> Council in a work session. <br /> Mayor Harpstead asked that the number of calls be included in this research. <br /> MOTION: Councilmember McClung moved and Councilmember Holmes <br /> seconded to Wave the Rules and Extend the Meeting an Additional <br /> 30 Minutes. <br />
