ARDEN HILLS CITY COUNCIL—January 11, 2010 6 <br /> 6.A. Public Hearing for 2010 Pavement Management Program (continued) <br /> cost. He asked that the Council not approve the Staff s recommendations without <br /> first modifying the plan to address the concerns of the residents. <br /> Councilmember Holden clarified that Mr. Shah had suggested placing a stop sign <br /> at Lake Valentine Road and Valentine Avenue in the past. <br /> Mr. Scott Scheunemann, 4075 Valentine Crest Road, Arden Hills, stated the <br /> traffic on Valentine Avenue needed to be slowed down. Students from Mounds <br /> View High School go through the neighborhood and do not stop at the stop signs. <br /> He asked why Valentine Court and Valentine Crest Road were being completely <br /> reconstructed rather than doing a mill and overlay similar to the one proposed for <br /> the Katie Court and Janet Court neighborhoods. These streets do not experience <br /> high volumes of traffic and are not in bad shape. He further stated that he does not <br /> have any drainage problems and has not heard his neighbors complaining of <br /> drainage problems. He asked who did the 2008 survey and if the standards were <br /> the same for these studies. <br /> Civil Engineer Giga stated the 2009 survey was done by Bolton & Menk, the <br /> small project in 2008 was done by the City of Roseville, and the 2007 survey was <br /> also completed by the City of Roseville. The standards applied to these studies <br /> were the same. <br /> Councilmember Holden stated that the City did have another "set of eyes" look at <br /> the PCI ratings because the last survey was a couple of years old. <br /> Civil Engineer Giga clarified that the PCI ratings had been done by Goodpointe <br /> Technologies and the project design was completed by the engineering firms that <br /> were previously mentioned. Goodpointe Technologies did the 2008 ratings and the <br /> 2010 ratings were projected from these. Prior to Goodpoint Technologies, URS <br /> had done the PCI ratings. <br /> Mr. John Albert, 4090 Valentine Crest Road, Arden Hills, stated he is against any <br /> improvements on Valentine Crest Road. He is against curbs and the road itself is in <br /> good shape and reconstructing this road at this time would be a waste of money. <br /> He stated the only practical drainage solution would be at the end of the cul-de-sac. <br /> Mr. Bob Kunze, 4073 Valentine Court, Arden Hills, stated that if the road did <br /> need to be reconstructed then he would support a 24-foot road width for Valentine <br />
