EN HILLS <br /> MEMORANDUM <br /> DATE: February 16, 2010 Item LB <br /> TO: Honorable Mayor and City Council Members <br /> Sue Iverson,Acting City Administrator <br /> FROM: Kristine Giga, Civil Engineer <br /> Greg Hoag, Public Works Director <br /> SUBJECT: Noise Mitigation Discussion <br /> BackLaround <br /> At the August 2009, Work Session, the City Council directed Bolton & Menk, Inc. to <br /> review noise concerns brought forward by residents in the Briarknoll Neighborhood. <br /> This included evaluation of the potential noise reduction effects of a berm south of Royal <br /> Hills Park, obtaining input from residents on such a project, as well as reviewing the <br /> Interstate-694 Environmental Assessment document to revisit the noise analysis <br /> completed along 694 near Norma Avenue and Norma Circle. <br /> A neighborhood meeting was held in the field on September 28, 2009, to provide <br /> residents information and receive input on potential noise mitigation by constructing a <br /> berm south of Royal Hills Park. Response to the construction of a berm south of Royal <br /> Hills Park: <br /> ■ Some residents responded favorably. The reaction to tree removal was split; some <br /> residents understand need for tree removal, while others were concerned. <br /> ■ Most of the residents want to know cost and effectiveness. <br /> ■ There is concern about a noise funnel effect between the potential berm and a noise <br /> wall to the south near Norma Ave <br /> Bolton & Menk presented information regarding the potential berm and input received at <br /> the neighborhood meeting at the October 12, 2009, City Council meeting. In addition, <br /> Bolton & Menk presented additional noise analysis and potential mitigation strategies for <br /> homes near Norma Avenue and Norma Circle. The powerpoint presentation is attached <br /> for reference.
