■ The I-694 EA included evaluation of a 20-foot noise wall, 3,600 feet in length and <br /> determined it would be effective in reducing noise, but does not meet cost- <br /> effectiveness criteria(cost per dBA per residence of$9,498) <br /> ■ Bolton & Menk evaluated a 20-foot and 15-foot noise wall and reduced the length to <br /> 1,900 feet to focus on an area with the highest noise reduction potential. These wall <br /> remained effective and reduced cost significantly, however still exceed the cost- <br /> effectiveness criteria (cost per dBA per residence of $5,200 and $5,050, <br /> respectively) <br /> Overall Noise Mitigation Findings: <br /> ■ Four to six residences would directly benefit from the construction of a berm south of <br /> Royal Hills Park. <br /> ■ Additional properties would receive a visual benefit with the construction of the <br /> Royal Hills Park berm <br /> • Nine to eleven properties would directly benefit from a noise wall shorter in length <br /> and height near Norma Avenue and Norma Circle. <br /> ■ Due to existing conditions including wetlands, topography and the height of the <br /> homes, there is no feasible engineering solution to mitigate noise in the gap <br /> between the berm and the noise wall. <br /> Bolton & Menk identified the following as potential next steps for noise wall installation <br /> near Norma Avenue and Norma Circle and berm construction south of Royal Hills Park: <br /> ■ Work with Mn/DOT on I-694 project <br /> ■ I-694 Bridge work planned for 2011 <br /> ■ Refine noise modeling for build condition <br /> ■ Develop cost sharing agreement <br /> ■ Complete Feasibility study <br /> ■ Preliminary engineering on wall location and elevation <br /> ■ Preliminary engineering on berm <br /> ■ Input from neighborhood <br /> ■ City costs and funding sources <br /> At that time the City Council requested that this item be put on a work session for <br /> additional discussion. Anticipating this additional discussion, no additional engineering <br /> has been completed on this item. <br /> The City Council received a letter dated September 23, 2009, from residents along Old <br /> Highway 10, on the west side of TH 10, requesting consideration for noise abatement for <br /> their neighborhood during future discussions. Staff received another letter dated January <br /> 30, 2010, regarding the same request. Both of these letters have been forwarded to <br /> Mn/DOT; copies are attached.
