Discussion <br /> Since October there has been some momentum on the larger transportation Jro'ect. <br /> p <br /> Mn/DOT presented project details and timing to the City Council at the February 8 City <br /> Council meeting. Mn/DOT has indicated that they will be completing additional noise <br /> analysis. Mn/DOT also proposed to develop a Noise Advisory Committee (NAC) to <br /> guide this noise analysis. Mn/DOT has suggested that the committee include City staff, <br /> City Council, and resident participation. <br /> In light of these recent developments, staff suggests that the City request that MnIDOT <br /> incorporate some of the additional analysis into their revised noise study. We also <br /> suggest that we invite Bolton & Menk as our engineering representative to the NAC, so <br /> that they can review the Mn/DOT technical Endings, and provide support to the Arden <br /> Hills residents on the committee. <br /> Financial Implications <br /> Until the results of the new noise analysis study are available, it is difficult to discuss the <br /> financial implications for constructing noise mitigation measures. If the additional <br /> analysis show that federal requirements are not met and the proposed noise mitigation <br /> does not meet the standard cost-effectiveness criteria, Mn/DOT's cost <br /> participation <br /> policy is that they will not pay for these improvements.
