Any Other Old Business <br /> Council Member Messerly wondered whether the discussion items on the CIP worksheet <br /> were reviewed by the PTRC before being sent to Council since he missed the October <br /> meeting. <br /> Council Member Messerly stated that in his opinion they should be. He indicated he has <br /> never seen where they were not discussed by the Parks Committee and now he is <br /> informed that no changes can be made because Council has already approved them. <br /> Ms. Olson indicated they were discussed at a PTRC meeting before they were finalized. <br /> She stated she brought the draft sheets to a PTRC meeting where the group then <br /> discussed them and added irrigation at Cummings Park. <br /> Committee Member Messerly questioned the statement indicating that Council has <br /> approved planning for Valentine Park for$50,000 for next year. <br /> Council Liaison Grant reported there is one member of the Council that feels Valentine <br /> Park will flood and they are waiting through the spring to see if that happens. <br /> Committee Member Messerly indicated they should wait through two spring thaws. <br /> Council Liaison Grant indicated that would have to be a committee recommendation. <br /> Council Member Messerly indicated he did recommend this last time. <br /> Ms. Olson informed the committee that originally the CIP did not include the engineering <br /> g g <br /> in 2010 but it was suggested by a Council Member to move this forward and the Council <br /> agreed. <br /> Committee Member. Messerly voiced that from now on they should only g be using an <br /> engineer that specializes in hydrology. He volunteered his services for an improvement <br /> plan, if the park shows it needs improvements and it would be significantly less than the <br /> proposed amount in the drainage study. <br /> Council Member Messerly feels that this park is one of the best drained parks in the state. <br /> 4. NEW BUSINESS <br /> A. Proiect Reports <br /> 1. County Road E Brid e—Municipal A reement Program and options to proceed <br /> Ms. Olson indicated she included a memo to the Council which was presented at the <br /> Monday night Council Meeting. She informed that the City applied for the STP Federal <br /> Grant for a stand alone bridge which would provide approximately$850,000 in Federal <br />
