Parks,Trails&Recreation Committee Meeting Minutes January 12,2010 <br /> Page 5 <br /> Chair Peck indicated it is good to know that MnDOT is supportive of the bridge rebuild <br /> even if it is not until 2015. <br /> Council Liaison Grant stated that the Council seems in favor of discussions to advance <br /> construction on the bridge as long as there are assurances the State will refund the money. <br /> Discussion ensued of extra costs involved with advance constructing. — <br /> Council Liaison Grant mentioned that if the City were to go ahead with the Standalone <br /> Bridge the cost of maintenance and plowing would belong to the City of Arden Hills, but <br /> if it is built by MnDOT the County is responsible for these costs. <br /> Discussion ensued and it was agreed that for all taxpayers involved the best thing that can <br /> happen is having MnDOT build the bridge even though it will not be until 2015. <br /> Council Liaison Grant stated that he felt the City should take full advantage of this <br /> opportunity and that they should move forward quickly and expeditiously in case things <br /> change. <br /> Ms. Olson mentioned the STP grant awards are scheduled to be announced by February <br /> 17, 2010. At that point the Council will need to discuss how to proceed from there. Ms. <br /> Olson indicated she should have more information for the Committee by the February 24, <br /> 2010, PTRC meeting. <br /> 2. ARRA—Elmer L. Andersen Memorial <br /> Ms. Olson indicated that project is out for bid at this time and Council will have a motion <br /> to award the bid on February 8, 2010. If all goes well construction would start in April. <br /> They will be starting with Perry Park and will use one of Mounds Views' fields while <br /> Perry#2 is not utilizable for the month of May. <br /> 3. CP Rail—Park Legacy Grant <br /> Ms. Olson mentioned she has not heard back on the Park Legacy Grant; however, the <br /> City did apply for a variance through the Metro State Aid and were awarded the variance. <br /> Ms. Olson indicated if they do not get the Legacy Grant the City could choose to use <br /> State Aid. One thing about the Park Legacy Grant that was very encouraging was that <br /> the railroad did provide the City with a support letter for the project. <br /> Ms. Olson indicated they did not apply for the Energy Efficiency Grant because the City <br /> did not meet the criteria required and this could possibly be looked at in the future. <br /> B. Work Plan for 2010 <br /> Ms. Olson reiterated that at the last meeting they looked at their goals for the year and <br /> would like the members to make sure she did not miss any. <br />
