Subd. 1 — General Procedure. This section is a summary of the overall planning <br /> and review procedure for the PUD. <br /> Subd. 2 — PUD Concept Plan Review. In the existing zoning code, applicants <br /> have the option for a concept plan review that allows for a non-binding meeting to <br /> discuss the aspects of a proposal. Staff is proposing to make the concept plan <br /> review a requirement for the TCAAP planning process. <br /> Subd 3 — Public Engagement Plan. Due to the potential impact on the <br /> community, public input and participation is important for creating the master <br /> plan. This subdivision would require the applicant to implement a public <br /> engagement plan. <br /> Subd 4 — PUD Master Plan. This subdivision describes the process and <br /> information requirements for submitting an application to create the TCAAP <br /> master plan. Part C is particularly important because it defines when a PUD <br /> application would be deemed complete. Once an application is complete, the City <br /> is subject to the statutory 120 day review process. In order to consider the <br /> application complete, the applicant would need to complete the components in <br /> subdivisions five through 14. The City will also have the ability to institute a <br /> development moratorium for TCAAP if that becomes necessary. <br /> Subd 5 to 14 — These ten components list the information and performance <br /> requirements for a future master plan. Essentially, these components set the <br /> direction for the City and a developer. This is where the City can set a balance <br /> between some flexibility and particular requirements. <br /> Staff recommends reviewing each component since this is where additional detail <br /> or information may be needed. The ten planning components include: <br /> • Land Use <br /> • Design Standards <br /> • Transportation and Parking <br /> • Park, Recreation and Open Space <br /> • Utilities <br /> • Construction Staging <br /> • Environmental Review and Remediation <br /> • Sustainability <br /> • Contractual <br /> • Financial <br /> Subd. 15. PUD Final Plan. This is the final phase of the PUD process and is used <br /> when a developer actually starts construction on a particular phase.
