The motion to lay on the table enables <br />the assembly to lay the pending question aside temporally when <br />something else of immediate urgency has arisen in such a way that <br />there is no set time for taking the matter up again, but its <br />consideration can be resumed at the will of the majority and in <br />preference to any new questions that may then be competing with it <br />for consideration. This motion is commonly misused in ordinary <br />assemblies in place of the motion to postpone indefinitely, to <br />postpone to a certain time or to other motions. Particularly, in such <br />misuses it is known as a motion to table. By adopting the motion to <br />lay on the table, a majority has the power to halt consideration of a <br />question immediately without debate. In ordinary assemblies, the <br />motion to lay on the table is out of order if the evident intent is to kill <br />or avoid dealing with the measure. If time for resuming consideration <br />is specified in making the motion, it can be admitted only as a motion <br />to postpone to a certain time. Some of the standard characteristics of <br />a motion to lay on the table are as follows: <br />a. Takes precedence over all subsidiary motion, and over any <br />incidental motions that are pending when it is made. It yields <br />to all privileged motions and to motions that are incidental to <br />it. <br />b. Can be applied to main motions or to any other subsidiary <br />motions that may be pending. <br />C. Is out of order when another has the floor. <br />d. Must be seconded. <br />e. Is not debatable, but the chair can ask the maker of the motion <br />to state the reasons for the motion. <br />f. Is not amendable. <br />g. Requires a majority vote. <br />h. A vote adopting a motion to lay on the table cannot be <br />reconsidered. The negative vote on this motion can normally <br />be reconsidered. <br />3. Motion To Take From the Table. The object of a Motion to take from <br />the table is to make pending again before the assembly of a motion or <br />a series of adhering motions had been previously laid on the table. <br />Some of the standard characteristics of this type of motion are: <br />
