�.� EN HILLS <br />MEMORANDUM <br />DATE: March 8, 2010 <br />TO: Honorable Mayor and City Council Members <br />Sue Iverson, Acting City Administrator <br />FROM: James Lehnhoff, Community Development Director <br />SUBJECT: TCAAP Zoning Project — Planning and Legal Support Services <br />Action Req uest <br />Authorize staff to contract with the Cuningham Group for an amount not to exceed $13,000 for <br />planning and legal services for the TCAAP Zoning Proj ect. <br />Back�round <br />At the February 16, 2010, City Council worksession, staff presented a draft set of zoning <br />regulations for the Twin Cities Army Ammunition Plant (TCAAP) property reuse area. The <br />purpose of the TCAAP zoning regulations is to implement the mixed use concept described in <br />the 2030 Comprehensive Plan. The proposed zoning regulations will create a process and <br />parameters for developing a detailed TCAAP master plan at a later date the regulations Will be <br />a"plan to create a plan." <br />To help refine and strengthen the draft zoning regulations, staff also proposed to contract with a <br />planning and legal consulting �rm at the February 16 meeting. Due to the unique nature of the <br />TCAAP property, an additional planning and legal perspective on the proposed zoning language <br />will help put the City in a better position both for the public auction and for the longer term <br />master planning process.
