Proposal Review <br />The TCAAP zoning regulations RFP requested assistance to complete the folloWing: <br />• Evaluate the proposed regulations for consistency with City goals; <br />� Assess the proposed regulations to determine the potential positive and negative <br />outc ome s; <br />• Review the proposed regulations for consistency with Minnesota laWs to help ensure that <br />the regulations are legally enforceable; and, <br />• Research and recommend language to enhance the proposed regulations. <br />The RFP encouraged partnerships between land use planning consultants and land use attorneys <br />in order to provide a balanced revieW between best planning practices and legal enforceability. <br />The proposals were required to provide an estimated number of hours to complete the requested <br />services and the hourly billing rates. Reimbursements Will be based on the actual number of <br />hours spent on the proj ect. The RFP also included a copy of the proposed zoning regulations, the <br />TCAAP Reuse Statement, and applicable sections of the 2030 Comprehensive Plan. <br />The City received five proposals: <br />Consultant Est. In staff's opinion, their proposal demonstrated the best understanding of the services <br />requested by the City for the TCAAP zoning preparation project. Their proposal included a clear <br />work program with speci�c deliverables that specifically addressed the services requested in the <br />RFP. While all of the proposals included a planning review, the Cuningham Group proposal <br />provided the broadest legal review due to their partnership with CR Planning, which is a legal <br />firm that focuses on land use and planning. Finally, the broad project experiences listed by Ms. <br />Rhees and Ms. Coleman �t the needs of this proj ect. Ms. Rhees also took the time to visit City <br />Ha11 and meet with staff to gain a better understanding of the history of the TCAAP property, <br />past planning efforts, and the purpose of the zoning project. <br />Staff contacted the references listed in the proposal and contacted other cities listed under their <br />proj ect experience. All references were very positive. The City of Roseville is currently <br />working with Ms. Rhees and the Cuningham Group to update their entire zoning code.
