Planning Case 09-021; Arden Village; Conditional Use Permit <br />Amendment, Comprehensive Plan Amendment, Rezoning, <br />Preliminary and Final Plat, Master and Final Planned Unit <br />Development; Sand Companies, Inc. — Public Hearin <br />g <br />City Planner Beekman reported that the applicant is requesting <br />a�proval of the Conditional Use Permit Amendrnent, Master and Final <br />Planned Unit Development (PUD), Preliminary and Final Plat, <br />Rezoning, and Comprehensive Plan Amendment of the property <br />located at 1296 County Road F. She then provided background <br />information and said that Staff offers the following twenty-eight <br />findings of fact for consideration: <br />1. The Arden Village property is 2.76 acres in size. <br />2. Tl�e Arden Village property is currently located in the I-1 Light <br />Industrial District. <br />3. The Arden Village property currently has a future land use <br />designation of Utility in the 2030 Comprehensive Plan. <br />4. The applicant is proposing to re-plat the propert� into two <br />parcels; Lot 1 and Lot 2. <br />S. The applicant i s proposing to construct 5 S units of workforce <br />housing on Lot 1. <br />6. The applicant is proposing to maintain the current use of Lot 2 <br />as a communications tower and related e ui ment. <br />q p <br />7. The pro�osed development requires park dedication. <br />8. The applicant has indicated that the market value of the <br />property is $750,000. Ramsey County has assessed market <br />value for 2009 of $715,600. <br />9. The park dedication requirement for this application is 10 <br />percent of the land in dedication or a fee of 10 percent of the <br />rnarket value. <br />10. The applicant is proposing to construct 1,680 feet of trail alon <br />g <br />the south side of County Road F at a cost of approximately <br />$ 85,000. <br />
