Rezoning and Comp�ehensive Plan Amendment Findings: <br />l l. The application is proposing to rezone Lot 1 to R-4 Multiple <br />Dwelling District and amend the City's future land use map to <br />designate the property as Multiple Family. The future land use <br />designation for Lot 2 will remain unchanged.. <br />12. The proposed redevelopment is a permitted use in the R-4 <br />District. <br />13. Lot 2 would be limited to its existing use and is considered <br />legally non-conforming in the I-1 District. <br />14. The Mater PUD and F inal PUD advance the C ity' s go al s <br />outlined in the Comprehensive Plan and are in substantial <br />conformance with the proposed future land use amendments. <br />15. The proposed Comprehensive Plan Amendment would advance <br />the City's goal to promote the development of a variety of <br />housing options by preserving and increasing high-quality <br />housing opportunities that are suitable for a mix of ages, <br />incomes, and household types, and encourage the incorporation <br />of affordable, life-cycle, and work force housing into new <br />development and redevelopment where feasible. <br />16. The proposed development forwards the Metropolitan <br />Council's target of 288 new affordable housing units by 2010 in <br />Arden Hill s . <br />17. The completion of the proposed trail associated with the proj ect <br />will advance the Active Living goals outlined in the City's <br />Comprehensive Plan by extending the City's pedestrian <br />connectivity. <br />18. The proposed rezoning and use would be incompatible with the <br />adj acent land use. <br />PUD Review Findings: <br />19. The application is in substantial conformance with the <br />requirements of the City's Zoning Code for the proposed R-4 <br />District. <br />20. The application is in substantial conformance with the City's <br />Zoning Code. <br />21. The application is in substantial conformance with the City's <br />Design Standards for the B2 District. <br />22. The applicant is requesting flexibility from the Zoning Code <br />through the PUD process on landscaping, tree replacement, <br />building height, density, and parking lot planting islands. <br />
