Commissioner Holewa stated that he would not be in favor of this motion due to the negative impact a fence would have on the trees and vegetation. He also stated that this would be an additional cost to the property owners. Commissioner Stodola stated she would also vote against the motion because she did not see the purpose a fence would serve. Commissioner Zimmerman stated he would be in favor of this motion. It would allow the City some action if there were complaints against the property regarding trespassing or problems with the communications tower. Chair Larson called the motion to add condition 16 to a vote. The motion failed (3-4). Ayes — Commissioners Zimmerman, Reiff, Modesette Nays — Chair Larson, Commissioners Holewa, Stodola, Thompson Chair Larson called the original motion to a vote. The motion carried (6-1). A es — Chair Larson, Commissioners Zimmerman, Modesette, y Holewa, Thompson, Stodola Nays — Commissioner Reiff Commissioner Holewa stated that the City wants to see low cost housing close to businesses and would like to ask Staff to look into ways that this can be encouraged. He also sated the intention of the tree ordinance was for existing properties not for those properties that had not been previously developed and the City should not require a developer to replace trees that had grown naturally.
