concerns in this area but the proposed proj ect would not negatively <br />impact the traffic flow. <br />Chair Larson opened the public hearing at 7:29 p.m. <br />Chair Larson invited anyone for or against the application to come <br />forward and make comment. <br />There being no public input, Chair Larson closed the public hearing at <br />7:30 p.m. <br />Commissioner Holewa moved, seconded by Commissioner <br />Moc�esette to recommend approval of Plannin� Case 09-021 for a <br />Rezonin� from I-1 to R-4, Comprehensive Plan Amendment, <br />Master PUD, Final PUD, and Preliminary and Final Plat at 1296 <br />Count_y Road F based on the Findin� of Facts, Submitted Plans, <br />and the Conditions in the December 9, 2009, Plannin� Case <br />�- <br />Commissioner Reiff asked if the Commission would want to add a <br />recommendation that would require a fence a.round the property that <br />would be consistent with the fencir�g that vvas currently located on <br />around the tower. <br />Commissioner Modesette stated she would not support a requirement <br />for fencing around the entire parcel. <br />Commissioner Zimmerman agreed with Cornmissioner Modesette and <br />stated that the onus falls on the property owners and should not be <br />regulated by the City. <br />Commissioner Thompson agreed and clarlfied that she would rather <br />see the property owners maintain a relationship and have the ability to <br />work out their concerns. She also stated concerns about the impact on <br />the vegetation and trees if a fence were installed. <br />Commissioner Reiff moved, seconded by Commissioner <br />Zimmerman to add Condition 16 that states the City could <br />determine at a future date that fencin� is required based on <br />reasonable cause. <br />
