Parks,Trails&Recreation Committee Meeting Minutes February 23,2010 <br /> Page 3 <br /> Chair Peck asked Ms. Olson if they are still considering moving the replacement date <br /> of the bridge up. Ms. Olson indicated they could either wait for them to replace in <br /> 2015 or the City could advance construct it before that time. <br /> 3. CP Rail <br /> Ms. Olson mentioned they heard back from the Legacy Grant and unfortunately the <br /> City did not succeed in getting that grant. She indicated that it was very competitive <br /> p <br /> and that the City could try reapplying for the grant this year. However, comments <br /> received from Ramsey County seem to indicate that this might not be the best funding <br /> candidate because of competition with significant state and regional trails. Ms. Olson <br /> commented that the City might be a better candidate if doing the $2.25 million Old <br /> Snelling trail project. However, the grant is only a$500,000 maximum grant award. <br /> Ms. Olson feels Council is still in favor of getting the CP Rail done and are working <br /> with the railroad and Bolton Menk to get the project up for bid. Council will have to <br /> decide if they want to use state aid which they are able to do since applying for a <br /> variance. Ms. Olson mentioned she and Chair Peck are meeting with Bruce Kunkel <br /> from Bethel on Thursday and Mr. Kunkel , at one time, indicated that if the City did <br /> not get the Legacy Grant he would approach the President to see if Bethel could <br /> contribute financially towards the CP Rail Project. Mr. Kunkel did mention that this <br /> project is more appealing because it is closer to their campus than the County Road E <br /> project and they would like safety enhanced there. Ms. Olson informed the <br /> committee that at this point they are waiting for the railroad to approve the plans and <br /> pp <br /> that Bolton and Menk, the Engineering firm, are waiting for comments back. Ms. <br /> Olson stated they received a good response from the railroad during Legacy the Le ac Grant <br /> process. The railroad provided a letter of support and she feels because of the <br /> relationship it is a good time to move forward. <br /> 4. Lexington Avenue Update <br /> Ms. Olson indicated that after Northwestern began leasing the old Holiday Inn Hotel <br /> property, the property owner was required to put a path from the Arden Hall parking <br /> g <br /> lot to Caribou and Shannon Square. The City would like to try and work with the <br /> businesses to see if they could extend that path all the way to Cub. Ms. Olson <br /> indicated she and the Community Development Director Lehnhoff met with Shannon <br /> Square and they seemed in favor of doing a 50 percent match with the City on a <br /> $60,000 estimate. Also the section from Cummings Park Drive to Count Road F is <br /> . Y <br /> In very bad shape and therefore, it made sense to put the two projects together. At <br /> this point the City will need to give Shannon Square a more accurate figure before <br /> they can proceed and then this can be brought to Council. <br /> Council Liaison Grant indicated that any time the Citycan partner u with someone <br /> p p , <br /> whether it is to get a grant or contribution, it is something Y the should go the extra <br /> mile to do. <br /> Committee member Garretson felt the City should try to partner with Bethel for a <br /> path around the lake. <br />
