Parks,Trails&Recreation Committee Meeting Minutes February 23,2010
Page 2
references from other cities that have used Liberty Construction in the past. Ms. Olson
mentioned they will be having a preconstruction meeting with the contractor very soon
and are very excited to move forward with this project.
Chair Peck asked Ms. Olson how long she had been working on this grant.
Ms. Olson indicated that they received the grant April 15, 2008,but she started
writing the grant in 2007.
Chair Peck suggested they put coverage of the grant in the next newsletter along with
an illustration of where the project is taking place.
Ms. Olson indicated coverage would probably be in the issue after next and they will
either include a map or a link to a map. Ms. Olson did state that most of the residents
are aware of the location of the project because of meetings and expanded mailings.
Committee Member Straumann asked if there would be some kind of grand opening
ceremony or ribbon cutting.
Ms. Olson stated she talked to the Physical Education instructor and there is $1,000
that has been put aside for non-infrastructure for Safe Routes to School which can be
used for different things. Ms. Olson mentioned this has been discussed and they
would like to do a ribbon cutting ceremony including Boston Scientific, Ramsey
County, and all that contributed to the grant. Also, at some point they would like to
do a Walk-To-School Day which would start at Perry Park and have participants walk
the rest of the way to school. Ms. Olson indicated she is working with the school on
that portion and it will take place next school year.
Committee member Garretson asked whether the neighbors were excited about the
utility poles being moved.
Ms. Olson stated that it is the residents' preference that they be moved to the north
side of the road and that is what the City is hoping for. She indicated the City is
asking Xcel to move the poles to the other side of the road, but cannot force them to
do that.
2. County Road E Bridge
Ms. Olson indicated the project is on hold at this point since Council has decided not
to move forward on the Municipal Agreement because of new information whereby
the City could possibly get a new bridge or advance construct. She indicated they are
waiting to hear back about the stand alone bridge and waiting to hear back from Met
Council. Council could then approach Met Council to see whether the City could
adjust the stand alone bridge to a pedestrian walkway on a newbridge and use the
funding that way. She informed them that people at Mn/DOT felt this might be
something that could be done.
