ARDEN HILLS CITY COUNCIL WORK SESSION-SEPTEMBER 15,2008 19 <br /> Mayor Harpstead indicated the issue may be one of capacity within the <br /> organization_ He stated he would have Liked to have seen more progress in police <br /> and fire services with a joint powers push back and more responsibility assumed by <br /> the City. Mayor Harpstead noted a position like the deputy clerk could afford the <br /> other individuals the capacity to work on bigger projects. He stated he was in favor <br /> of this position moving forward_ <br /> Councilmember Grant questioned the need for an assistant city administrator and <br /> deputy city clerk. <br /> Mayor Harpstead noted they did each have their own focus and that with both on <br /> staff, the assistant city administrator would be able to focus on larger issues for the <br /> City that have fallen by the wayside. - <br /> Mayor Harpstead questioned if the TCA.AP project management should be <br /> brought back in house. Further discussion ensued regarding the role staff could <br /> take with TCAAP but at this time, the City would continue contracting services <br /> with Ehlers & Associates. <br /> Councilmember Holden asked if the current city staff was at capacity. <br /> City Administrator Moorse stated this was the case. <br /> Councilmember McClung agreed that the City staff was at capacity and that the <br /> personnel added would assist the City moving forward. He indicated nothing was <br /> being constricted or taken away from the residents. <br /> Mayor Harpstead questioned what the implementation strategy would be for the <br /> proposed organizational structure. <br /> City Administrator Moorse stated he would like to more clarify what the <br /> responsibilities of each director and set goats based on those responsibilities_ <br /> It was the consensus of the City Council to direct staff to greater define the position <br /> descriptions/responsibilities and that this information be brought back to Council <br /> Further discussion ensued regarding the supervisory piece of the public works <br /> department organization. <br />
