ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 15, 2fl08 4 <br /> Mayor Harpstead felt the Council would try to terminate TIF districts early if at <br /> all possible. He indicated the City had to maintain operations on this property too_ <br /> Councilmember Grant indicated he was in favor of all five items concerning the <br /> TIF district and felt it was important in reducing the risk on the City's part as this <br /> development proceeds. <br /> Representative Knuth stated she is familiar with TIF districts after working with <br /> the City of New Brighton. She indicated the City was not asking for anything too <br /> outlandish. Representative Knuth invited the Council to attend the Committee of <br /> TIF hearings to present additional information on the City's behalf. <br /> The Mayor and Council thanked Representative Knuth for her time and input at <br /> this evenings meeting. <br /> B. Public Works Supervisory Organization <br /> City Administrator Moorse presented the City Council with information on the <br /> organization of the public works department. He indicated a question was raised at <br /> a previous meeting as to how the City of Arden Hills compares to neighboring <br /> cities in terms of the public works organizational structure. <br /> City Administrator Moorse reviewed a survey he conducted of 13 cities revealing <br /> that the vast majority have at least two levels of supervisors over the maintenance <br /> worker operations. He indicated the only question that remained was if the City <br /> maintained enough staff to keep two supervisors busy. <br /> City Administrator Moorse explained the maintenance workers at this time are <br /> very hard working and that a supervisory addition could be in charge of <br /> implementing new technology along with administrative duties. He felt that a <br /> supervisory position was needed versus a working foreman or crew leader. <br /> Discussion ensued regarding the survey and how the neighboring communities ran <br /> their public works departments. <br /> Councilmember Holden questioned the differences between the working foreman <br /> and the superintendent. <br />
