ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 151 2008 S <br /> City Administrator Moorse indicated the working foreman would be on the crew <br /> completing maintenance work where the superintendent would be advising and <br /> preparing the crew but not completing the task. <br /> Councilmember Holden questioned if Joe was currently the acting superintendent <br /> for the City. <br /> Public Works Director Hoag stated Council has taken no action to confirm this <br /> title but that Joe was assuming many of the responsibilities of an acting <br /> superintendent. <br /> Mayor Harpstead asked if Joe was increasing the maintenance records for the <br /> public works department. <br /> Public Works Director Hoag stated Joe has worked in this area to increase the <br /> maintenance records to develop spreadsheets. He explained that this would be a <br /> work in progress as information is gathered and collected for City maps. Public <br /> Works Director Hoag indicated the department will continue to work to bring all <br /> systems up to modern times with electronic records. <br /> Councilmember McClung questioned if it was necessary to have an acting <br /> superintendent or if a working lead could complete the policy and procedure <br /> enhancements requested by Council. He felt a management analyst was needed <br /> and not a supervisor. <br /> Mayor Harpstead stated he would be in favor of having this position a City <br /> employee than an encumbered union contract. He would like the knowledge and <br /> procedural process creation be maintained by a City employee. <br /> Councilmember Holden questioned how the information would currently be <br /> gathered for the spreadsheets and records that need to be collected. <br /> Public Works Director Hoag stated that as electronic documents are created from <br /> each as built the senior staff will have to review the information and add all items <br /> they are aware of when being inputted. He indicated the public works and parks <br /> departments are very behind with modern technology. <br /> Mayor Harpstead agreed that this would be a long process to add 19 years of <br /> experience from the employees and capture that within electronic documents. <br />
