---AFpEN I <br /> MEMORANDUM <br /> DATE: March 15, 2010 Item LD <br /> TO: Mayor and City Council <br /> FROM: Meagan Beekman, City Planner <br /> James Lehnhoff, Community Development Director <br /> SUBJECT: Planning Case#: 10-004 <br /> Robert's Development PUD Concept Review <br /> Requested Action <br /> The concept review process is an opportunity for the City Council to provide comments, <br /> questions, concerns, and suggestions regarding the Robert's Development concept PUD. A <br /> concept review is considered advisory and is nonbinding to the City and applicant (Section <br /> 1320.14 Subd 4 of the Zoning Code). No formal action can be taken at a work session. A <br /> formal application will be subject to the full review process, including' a public hearing with <br /> Planning Commission and City Council review. <br /> Robert's Development Concept Proposal <br /> The applicant is seeking feedback on a concept to purchase the vacant office building at 3920 <br /> Northwoods Drive and convert it into senior housing. The existing property is located in the B-3 <br /> District. The applicants are considering converting the existing vacant single-story office <br /> building into a four-story, 51 unit, senior apartment building. The applicants are proposing that <br /> the building would be used for 55-plus senior independent living apartments. There would be no <br /> on-site assisted living. The structure would include an enclosed 30 stall parking structure on the <br /> first floor, along with a lobby area, office, exercise room, and meeting room. The existing <br /> surface parking and the footprint of the building would remain.
