Discussion <br /> This property is zoned B-3, which is similar to B-2 in that it provides for business uses. The <br /> Guiding Plan for the B2 District lists medium and high density residential as an appropriate ro riate land <br /> use within the B-2 District. Furthermore, the Zoning Code has been amended to include this <br /> type of use as a permitted use within the B-2 District. While a long-range study similar to the <br /> one completed last year for the B-2 District is recommended for the B-3 District, it has not yet <br /> taken place. The City has not reviewed this area in terms of whether this would be a suitable <br /> location for regular or senior apartments. The Red Fox/Grey Fox area of Arden Hills primarily <br /> Y <br /> has industrial uses; however, there are many retail businesses located along Lexington ton Avenue <br /> that may be desirable locations for seniors living in this area, including a Health Partners facility <br /> also located on Northwoods Drive <br /> The applicant is requesting feedback regarding the suitability of this type of use in this area. The <br /> fact that the City has not previously considered it does not mean that it necessarily would not <br /> compliment other adjacent uses; however, additional direction from the Council is needed before <br /> this can be fully reviewed. Issues to consider may include access to arks and open the <br /> p pspace, <br /> compatibility of senior housing with other surrounding uses, and pedestrian access. <br /> City Review Process and Regulations <br /> There are two mechanisms available that would allow a residential use on this The <br /> property. <br /> first would be to amend the Zoning Code to allow residential uses within the B-3 District similar <br /> to the amendment that allowed certain kinds of residential uses within the B-2 District. The <br /> second option would be to rezone the property to a residential district or to the B-2 District. <br /> Either option would require a Comprehensive Plan amendment, similar to what was done with <br /> the Arden Village project. Depending on which route was taken the project would then o <br /> p J g <br /> through a Planned Unit Development (PUD)process or a Conditional Use Permit rocess. <br /> (CUP)p <br /> Either of these processes would require a public hearing before the Planning Commission and <br /> review by the City Council. <br /> Preliminary Review Timeline <br /> Based on comments from the City Council, Staff plans to bring the concept review to the <br /> Planning Commission at their April 7 meeting. If the applicants decide to move forward with a <br /> formal review application, they have indicated that the would like to submit a completed <br /> Y p <br /> application in time for the May 5, 2010, Planning Commission meeting. The Planning <br /> g <br /> Commission would hold a public hearing where they could recommend approval, recommend <br /> denial, or table the application to another meeting.
