ARDEN HILLS CITY COUNCIL—March 8, 2010 16 <br /> 7.A. Mn/DOT I-694 Project Update (continued) <br /> Mr. Lindeberg stated pedestrian crossing viability on Old Snelling has been talked about. There <br /> have also been preliminary discussions for pedestrians crossing I-694 into the Hamline Avenue <br /> area. Trunk Highway 51 (Snelling Avenue) is not a pedestrian friendly corridor. Sending traffic <br /> across I-694 is not a safe condition to put pedestrians in. If Mn/DOT puts pedestrians on the east <br /> side of Hamline Avenue or Snelling Avenue then they would have to cross two locations where _ <br /> traffic will be moving through loops to head west. If the pedestrians are on the west side of <br /> Hamline Avenue they will be crossing and then dealing with high speed traffic. Neither of these <br /> conditions are safe for pedestrians nor does Mn/DOT see Snelling from this location down to <br /> County Road E as a location where there is a strong desire to have pedestrians. <br /> Mayor Harpstead clarified Mn/DOT was not even going to try and put a pedestrian crossing in <br /> this area. He stated the only obstacle is the ramp from eastbound T.H. 10 to southbound Snelling <br /> Avenue and this could be tunneled under. <br /> Mr. Lindeberg stated he has not seen the proposal profiles for this area so he cannot speak to - <br /> tunneling other that tunneling can be difficult. <br /> Mayor Harpstead stated there are other bridges that have been built that have protected <br /> pedestrian crossings in the metro area. <br /> Mr. Lindeberg this would not be on a bridge structure. On a bridge structure it would be <br /> possible to add a pedestrian crossing. He stated the City would need to determine what they <br /> wanted to do in this area. <br /> Mayor Harpstead stated currently Arden Hills has no pedestrian crossing between its two <br /> borders and this is something that needs to be changed. <br /> Mayor Harpstead suggested Item 7F to follow Item 7C. <br /> B. Mn/DOT I-694 Noise Advisory Committee <br /> Civil Engineer Kristine Giga stated Mn/DOT will be completing noise analysis in the I-694 <br /> project corridor as part of the environmental documentation needed for the project. In conjunction <br /> with the noise analysis, Mn/DOT has offered to form a Noise Advisory Committee (NAC). The <br /> NAC would consist of Mn/DOT staff, Mn/DOT's noise consultant, City Staff a City <br /> Councilmember, a representative from Bethel University and up to five (5) residents within the <br /> project area. NAC members review and comment on preliminary noise modeling and noise <br /> mitigation analysis results. Three meetings are anticipated for this process. The first meeting will <br /> be held the week of March 22, 2010, the second meeting will be held about four weeks later and <br /> the third meeting will be two weeks after the second meeting. To date, the following residents <br /> have responded to Staff and expressed interest in serving on the committee: Patrick Haik, Bruce <br /> Kunkel, Evan Ruotsinoj a, George Winiecke, and Christopher Worms. Staff is still seeking one <br /> resident from the southwest corner of I-694 and T.H. 10. Several residents have been contacted <br /> and have stated they are not interested.
