ARDEN HILLS CITY COUNCIL—March 8, 2010 17 <br /> 7.B. Mn/DOT I-694 Noise Advisory Committee (continued) <br /> City's engineering representative on the NAC. The cost for Bolton & Menk's services is <br /> estimated to be $1,600 for approximately 12 hours of time, which includes; participation at three <br /> NAC meetings, providing a summary memorandum of each meeting, and additional time for <br /> follow-up with City and/or Mn/DOT staff, as needed. <br /> Councilmember Holden asked if the NAC committee would be providing a summary of the <br /> meeting or minutes from the meeting. <br /> Mr. Lindeberg stated the meeting minutes will be provided by NAC. <br /> Civil Engineer Giga stated that the summary prepared by Bolton & Menk can be removed from <br /> the scope of service and this will drop the estimated cost. <br /> Councilmember Holden asked why Bethel University had a representative on the Committee. <br /> Mayor Harpstead clarified that Bethel University has housing in the project area. <br /> MOTION: Mayor Harpstead moved and Councilmember Holden seconded a motion to <br /> Appoint Patrick Haik, Bruce Kunkel, Evan Ruotsinjo, George Winiecke, <br /> Christopher Worms and one additional person to be appointed at a later date <br /> to the Noise Advisory Committee for the Mn/DOT I-694 Improvement <br /> P <br /> Councilmember McClung verified that he would be the Councilmember that would serve on the <br /> committee. <br /> The motion was called to a vote. <br /> The motion carried unanimously (5-0). <br /> C. Adopt Resolution 2010-0010 Approving Plans and Specifications and Ordering <br /> Advertisement for Bid for the 2010 Pavement Management Program <br /> Civil Engineer Giga stated on January 11, 2010, a public improvement hearing was held for the <br /> 2010 PMP project. Following the hearing, the City Council ordered the improvement and <br /> preparation of plans and specifications of the proposed project. The next step in the process is for <br /> the City Council to approve plans and specifications and authorize the advertisement for bids. <br /> State Statute requires a City resolution approving plans and specifications and ordering the <br /> advertisement for all public improvements to be assessed. The streets that will be reconstructed <br /> are Valentine Avenue, Valentine Crest Road, and Valentine Court and the streets proposed for <br /> mill and overlay are Janet Court, Katie Lane, and Katie Court. The street widths will not change. <br /> Curb and gutters are proposed on all streets to be reconstructed and existing curb and gutter will <br /> be repaired where needed in the mill and overlay areas. Water main replacement is proposed on <br /> Valentine Court and on Valentine Avenue from Valentine Court to Old Highway 10. <br />
