ARDEN HILLS CITY COUNCIL—March 8, 2010 19 <br /> F. Authorize Staff to Contract with the Cunningham Group for an Amount Not <br /> to Exceed $13,000 for Planning and Legal Services for the TCAAP Zoning <br /> Project <br /> Community Development Director Lehnhoff stated at the February 16, 2010, City Council <br /> worksession, Staff presented a draft set of zoning regulations for the TCAAP property reuse area. <br /> The purpose of the TCAAP zoning regulations is to implement the mixed-use concept described <br /> in the 2030 Comprehensive Plan. The proposed zoning regulations will create a process and <br /> parameters for developing a detailed TCAAP master plan at a later date. To help refine and <br /> strengthen the draft zoning regulations, Staff also proposed to contract with a planning and legal <br /> consulting firm. Due to the nature of the TCAAP property, an additional planning and legal <br /> perspective on the proposed zoning language will help put the City in a better position both for the <br /> public auction and for the long term master planning process. The City Council directed Staff to <br /> issue a request for proposals (RFP) for planning and legal services to assist in the preparation and <br /> review of the TCAAP zoning regulations. After reviewing the proposals, Staff is recommending <br /> the Cunningham Group for this project. In Staff s opinion, their proposal demonstrated the best <br /> understanding of the services requested by the City. Their proposal included a clear work <br /> program with specific deliverables that specifically addressed the services requested in the RFP. <br /> The Cunningham Group proposal also provided the broadest legal review due to their partnership <br /> with CR Planning,which is a legal firm that focuses on land use and planning. The Roseville City <br /> Planner recommended the Cunningham Group due to the breadth of their knowledge and ability to <br /> customize zoning to fit the needs of the community. The final cost will be based on actual <br /> number of hours spent on the project, and it could be higher or lower than the estimate. Staff will <br /> closely monitor the hours spent on the project and keep the City Council informed so that the <br /> budget in not exceeded or if additional hours become necessary. <br /> MOTION: Councilmember McClunLy moved and Councilmember Grant seconded a <br /> motion to Authorize Staff to Contract with the Cunningham Group for an <br /> Amount Not to Exceed $13,000 for Planning and Letzal Services for the <br /> TCAAP Zoning Project. The motion carried unanimously (5-0). <br /> Mayor Harpstead suggested moving to item 7G next. <br /> G. Wild Turkey Control in Urban Areas <br /> Acting City Administrator Iverson stated on February 23, 2010, the City received a phone call <br /> and an e-mail form a concerned resident experiencing issues with aggressive wild turkeys in their <br /> yard, near the intersection of County Road E and Snelling Avenue. The resident has requested <br /> help getting a permit from the DNR for removal. The DNR will issue a permit to the City, not the <br /> resident. Shoreview has dealt with this issue recently and they will be catching these turkeys and <br /> moving them euthanized. The DNR does not recommend catching and relocating these turkeys. <br /> Staff is seeking direction from the City Council on how to pursue the City's options in addressing <br /> nuisance wild turkeys and respond to the resident's request. <br />
