-ARDEN HILLS CITY COUNCIL—March 8, 2010 18 <br /> 7.C. Adopt Resolution 2010-0010 Approving Plans and Specifications and Ordering <br /> Advertisement for Bid for the 2010 Pavement Management Program (continued) <br /> Replacement of hydrants and gate valves is also recommended in the Valentine neighborhood. <br /> The sanitary sewer main along Valentine Court and Valentine Avenue from Lake Valentine Road <br /> to Valentine Court has sags and offset joints, which cannot be repaired with a sewer-lining <br /> project. These segments will be replaced with plastic pipe. Two spot repairs will also be made on <br /> Valentine Crest Avenue. Language is included in the contract documents that the Contractor shall <br /> provide unit prices for private work, and that any private work will be done as a contract between <br /> the Contractor and the private property owner. The existing storm sewer system will be improved <br /> and expanded throughout the neighborhood. Best management practices, such as raingardens, <br /> p <br /> infiltration trenches, biofiltration basins, and other features will also be incorporated into the <br /> project in order to meet the Rice Creek Watershed District's water quality requirements. The <br /> q y <br /> estimated total project cost for the improvements is $1,196,768, includingcontingency, <br /> genc <br /> y, <br /> engineering and overhead fees as outlined in the Assessment Policy. <br /> Councilmember McClung stated in the future, Council should be provided with a copy of the <br /> plans and specification documents. <br /> Councilmember Holden asked if the bids are expected to be close to the estimate or if they will <br /> be lower like they had been with the PMP project in 2009. <br /> Civil Engineer Giga stated the estimate is based on the prices received for last ears PMPj project <br /> Y <br /> and does include inflation and contingency amounts. Staff is expecting the bids to be lower than <br /> the estimated costs. <br /> Councilmember Holden stated she having a hard time approving a mill and overlay for Janet <br /> Court when this road is not due for one at this time. The rating for this road is such that it is not <br /> warranted at this time. She would like to see the bid both with Janet Court and without Janet <br /> Court. <br /> Civil Engineer Giga stated the specifications are written so that any street segment can be <br /> removed at the City's discretion. <br /> Councilmember Grant pointed out that he has an issue with this particular PMP project because <br /> P <br /> the City is removing Valentine Avenue from the State Aid system. At this time the City has not <br /> heard if Mn/DOT would accept the substitute road. This proposal went out March 3, 2010. If the <br /> Council does not get a determination on this road before this PMP project is up pp for approval he <br /> would not be able to support it. He clarified that this issue should be resolved prior to awarding <br /> any bids for this project. <br /> MOTION: Mayor Har stead moved and Councilmember Holden seconded a motion to <br /> Adopt Resolution 2010-0010 Approvin Plans and Specifications and <br /> Orderin Advertisement for Bid for the 2010 Pavement Mann ement <br /> Program. The motion carried unanimously (5-0). <br />
