-ARDEN HILLS CITY COUNCIL—March 8, 2010 23
71 Adopt Resolution 2010-01 S, a Resolution Pledging Public Support for American Fiber
System's Application to the National Telecommunications and Information Administration
for the Construction of a Community Broadband Network within the Twin Cities North
East Metropolitan Area to Include the City of Arden Hills and to Authorize the Acting City
Administrator to Execute Letters of Support to Agencies Seeking Support of Additional
Grant Opportunities (continued)
Councilmember Holden asked if there would be a cost to the City if the grant is awarded.
Mr. Heiser stated AFS has requested a contribution to the annual maintenance of the 140 route
miles in the amount of $49,000 per year. Currently the City of Roseville pays approximately
pp Y
$1,000 to $2,000 per route mile for locating and maintenance of municipal cable. The
maintenance cost will be divided amongst the members of the Metro-INET on an equitable basis
using a cost sharing methodology developed by the Metro-INET Users Group.
MOTION: Councilmember Grant moved and Councilmember McClure seconded a
motion to Adopt Resolution 2010-015, a Resolution Pledging Public Support -
for American Fiber System's Application to the National Telecommunications
and Information Administration for the Construction of a Communit
Broadband Network within the Twin Cities North East Metropolitan Area to
Include the City of Arden Hills and to Authorize the Acting City
Administrator to Execute Letters of Support to Agencies Seeking Support of
Additional Grant Opportunities.
Councilmember Holmes stated the Arden Hills Library is a Metro-INET location. She asked if
this grant would give Arden Hills more fiber.
Mr. Heiser stated all the Ramsey County Libraries are part of the network but not all are part of a
joint powers agreement. The Ramsey County Library system has been connected to the City
through the Institutional Network or municipal fiber with the exception of the Arden Hills
Library. This project will interconnect all the existing fiber and tie it together in advance of the
possibility of loosing the Institutional Network. The Arden Hills Library is not currently hooked
up but with this grant approval it would be.
Councilmember McClung stated once this is completed the Library would have fiber to it and it
can longer be viewed as a negative that it is not connected.
Mayor Harpstead asked why the Mounds View schools are not included.
Mr. Heiser stated this was mainly because they are not part of the managed network. All of
Mounds View, White Bear Lake and North St Paul schools are on fiber optic provided through
Access Communications. Roseville School district is on City fiber optics. New Brighton is part
of the St. Anthony district and these building are all connected by fiber.
The motion was called to a vote.
The motion carried unanimously (5-0).
