ARDEN HILLS CITY COUNCIL—March 8, 2010 8 <br /> 6.A. Planning Case #09-021 Arden Village, LLC (Jamie Thelen) 1296 County Road F — <br /> Conditional Use Permit Amendment, Rezoning, and Comprehensive Plan Amendment, <br /> Preliminary and Final Plat, and Master and Final Planned Unit Development (continued) <br /> Councilmember McClung he would also support this planning case at this time. This is an area <br /> where there is a need in the community and it would be a mistake not to meet this need. He <br /> clarified that the concerns that have been brought forward can be mitigated and at some time --- <br /> Mn/DOT will be forced to look at the road conditions on County Road F and Hamline Avenue. <br /> Councilmember Holmes stated she would also favor this motion. This development provides an <br /> opportunity for people to live where they work, even though this is not a requirement. <br /> The motion was called to a vote. <br /> The motion carried (4-1) <br /> Ayes: Mayor Harpstead, Councilmembers Holmes, Grant,McClung <br /> Nays: Councilmember Holden <br /> MOTION: Mayor Harpstead moved and Councilmember McClung seconded a motion to <br /> Approve and Publish Ordinance 2010-001 in Planning Case 09-021 for a <br /> Rezoning of Lot 1, Block 1, Arden Village from I-1 to R-4 based on the <br /> Findings of Fact in the March 8, 2010, Planning Case Report. <br /> Councilmember Holden asked how the antenna located on this property could be zoned R-4. <br /> City Planner Beekman the antenna would now be located on lot 2 and this would remain zoned <br /> I-1 and it would also remain a utility in the Comprehensive Plan. <br /> The motion was called to a vote. <br /> The motion carried (4-1) <br /> Ayes: Mayor Harpstead, Councilmembers Holmes, Grant, McClung <br /> Nays: Councilmember Holden <br /> MOTION: Mayor Harpstead moved and Councilmember McClung seconded a motion to <br /> Approve Planning Case 09-021 for a Master and Final Planned Unit <br /> Development, Preliminary and Final Plat, and the Development Agreement at <br /> 1296 County Road F Based on the Findings of Fact and the Submitted Plans, <br /> as Amended by the Conditions in the March 8, 2010, Planning Case Report. <br /> MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br /> motion to Add Recommendation 16 — Arden Village would restrict the <br /> occupancy to no more than two (2) people per bedroom. <br /> Mayor Harpstead asked if this would be considered an appropriate condition. <br />
