ARDEN HILLS CITY COUNCIL—March 8, 2010 7 <br /> 6.A. Planning Case #09-021 Arden Village, LLC (Jamie Thelen) 1296 County Road F — <br /> Conditional Use Permit Amendment, Rezoning, and Comprehensive Plan Amendment, <br /> Preliminary and Final Plat, and Master and Final Planned Unit Development(continued) <br /> There are over 900 cars and many large trucks that come and go from the property daily. This <br /> property is not in a residential area and employees and delivery drivers are not in the habit of <br /> watching for pedestrians, which could pose a safety issue. Land O'Lakes is also concerned about <br /> residents trespassing in the woods, particularly around the cooling tower, and getting hurt. In <br /> order for pedestrians to access the bus stop they would need to cross two very busy driveways or <br /> take a short cut through the visitor parking area. If this proposal is approved, Land O'Lakes <br /> would request that a fence be installed around the cooling tower and the east side of the Arden <br /> Village property, and the traffic measures recommended by SRF be implemented. Land O'Lakes <br /> also requests that Sand Companies implement the sound mitigations proposed including the <br /> upgraded windows and patio doors and adding an addendum to their lease agreements. She also <br /> pointed out that Land O'Lakes would have to implement additional safety measures if this project <br /> is approved. <br /> Mayor Harpstead closed the public hearing at 8:03 <br /> MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br /> motion to approve Planning Case #09-021 for a Comprehensive Plan <br /> Amendment to Change the Future Land Use Designation of Lot 1, Block 1, <br /> Arden Village from Utility to Multiple Family based on the Findings of Fact <br /> in the March 8, 2010, Planning Case Report. <br /> Councilmember Holden stated she would be voting against this planning case. This is a <br /> commercial/industrial area and it is not advantageous to add a residential use. Boston Scientific <br /> and Land O'Lakes have built their company campuses based on this area being an industrial area <br /> and there is a tremendous amount of noise in this area. She also stated that Mn/DOT will not be <br /> putting in the traffic measures that were recommended by SFR and there is a lot of traffic in this <br /> area during peak times. In order for the residents of Arden Village to get to Cummings Park they <br /> would need to go through Boston Scientific on Innovation Way. <br /> Councilmember Holmes asked for clarification on what the rule was with Innovation Way. <br /> City Planner Beekman stated Innovation Way is a private driveway and is not owned by the <br /> City. <br /> Community Development Director Lehnhoff clarified that at this time the City does have an <br /> agreement with Boston Scientific that does allow public access on Innovation Way. There is a <br /> public easement there. Boston Scientific does have the right to revoke this easement. There are <br /> also hours related to this easement as to when it is open to the public. <br /> Mayor Harpstead would vote in favor of this change of land use. He also recognized that this <br /> decision may not be ideal at this time but long term this is not a bad use for this property. <br />
