ARDEN HILLS CITY COUNCIL — November 24, 2008 6 <br />Mayor Harpstead asked Community.' Development Director Lehnhoff if the <br />difference in suggested 50% for lot covered by structure and 15% minimum <br />landscape lot area was to accommodate paved parking. <br />Community Development Director Lehnhoff stated that this was correct. <br />Councilmember Holden stated that the minimum landscape lot area should be <br />increased to at least 20%. <br />Councilmember Grant stated that as the amount of required landscape area <br />increases there is more potential for the City to have large areas that are not usable <br />by the City and in undesirable areas. He recommended caution by the Council in <br />recommending a minimum requirement. <br />Mayor Harpstead clarified that most of the businesses in the B2 District currently <br />had around 20% of their lot landscaped. <br />MOTION: Councilmember Holmes moved to amend page 3, the District <br />Requirements Chart, Item 6 to 40% and Item 7 to 25%. <br />There was no second to the motion. The motion failed. <br />MOTION: Councilmember Holden moved and Councilmember Holmes <br />seconded a motion to amend page 3, the District Requirements Chart, <br />Item 6 to 45% and Item 7 to 20%. <br />Mayor Harpstead stated that all developments would require a PUD and that these <br />would be brought before the Council for approval and they could be altered during <br />the process. <br />Councilmember Grant that 20% for a minimum landscape area would provide <br />more room for the City to negotiate. <br />Community Development Director Lehnhoff stated that Institutional Housing on <br />page 2 should be blacked out because this -will not be permitted in the District. <br />Councilmember Grant asked if Hotel/Motel should be permitted as a Conditional <br />Use. <br />
