subsequently initiated a process to sell the TCAAP property at a public auction. The auction was <br /> tentatively set for the summer of 2010. <br /> In June 2009, the City Council evaluated the future of the TCAAP property and decided to - <br /> review opportunities for using a portion of the TCAAP property as a new regional park. The <br /> City Council held a joint meeting with the Ramsey County Board of Commissioners the <br /> regional park authority in October 2009 to discuss the regional park concept. While the - <br /> County decided to not pursue using most of the TCAAP property as a regional park,they did <br /> direct their staff to work with the City to determine if a strategically selected portion of the <br /> TCAAP property could benefit the regional park system. <br /> The TCAAP reuse plans have long included a 50 acre Wildlife Corridor connecting the Rice <br /> Creek area to the Arden Hills Army Training Site (AHATS),which is operated by the Minnesota <br /> National Guard. With unanimous support from the City Council, Ramsey County is pursuing <br /> two additional land transfers from the TCAAP property to enhance the regional park and open <br /> space system(Attachment A): <br /> • Trailhead Corridor(28 acres)—The County is working with the National Guard and the <br /> US Army to create a trailhead for seasonal recreational access to the AHATS property. <br /> Of this 28 acres, approximately 13 acres are part of the 585 acre TCAAP reuse area and <br /> the other 15 acres are part of the AHATS property. The 13 acre portion on the TCAAP <br /> property is in the area called the Primer Tracer area,which is approximately 76.5 acres. <br /> With the 13 acres removed, the remaining 63.5 acres is likely to be transferred to the <br /> National Guard. The Trailhead Corridor is labeled as Parcels B and C on the proposed <br /> TCAAP Acquisition Map provided by Ramsey County(Attachment A). <br /> • Rice Creek South Regional Trail Corridor(30 acres)—This approximately 150 foot wide <br /> trail corridor is proposed to connect the Highway 96 Regional Trail to the Rice Creek <br /> North Regional Trail that runs along both sides of Rice Creek. This corridor is labeled <br /> Parcel D on the proposed TCAAP Acquisition Map provided by Ramsey County <br /> (Attachment A). <br /> If the Wildlife Corridor, Rice Creek South Regional Trail Corridor, and Trailhead Corridor <br /> transfers take place,the developable portion of the TCAAP property would be reduced by about - <br /> 30 acres. The Wildlife Corridor and the Primer Tracer area had already been designated as park <br /> and open space in previous plans. Under this scenario, approximately 430 acres would be <br /> available for redevelopment at the public auction. <br /> After the offer to purchase was approved in 2006, the master planning process started because <br /> the City was working with a developer and held a reasonable belief that the property was going <br /> to be redeveloped in the near future. Because of those circumstances, the City and developer <br /> needed to create a detailed master plan, in part to evaluate the economics of the project.
