DRAFT <br />including landscaped medians and boulevards shall not count toward the <br />park, recreation, pathway, and open space requirement. <br /> <br />B. Park, Recreation, Pathway and Open Space Plan. A park, recreation, <br />and open space plan shall be prepared to serve the needs of the <br />development, including a capital improvement plan and maintenance <br />costs. The amenities within the plan shall be incorporated into the MR <br />and MB areas to meet the needs of the development. <br /> <br />1. The plan shall include at least one central community park of 20 <br />acres with the following features: <br /> <br />a. A water feature designed to hold standing water, which may <br />also be used for stormwater management at the discretion of the <br />City. <br /> <br />b. At the ordinary water level of the water feature, it shall occupy <br />at least twenty-five (25%) percent of the total area of the park but <br />shall not exceed fifty (50%) percent of the total area of the park. <br /> <br />c. A continuous system of publicly accessible trails shall occupy <br />the perimeter of the park and water feature. <br /> <br />d. The park shall include a community gathering space such as a <br />plaza, courtyard, band shell, or other similar amenity. <br /> <br />e. At least twenty-five (25%) percent of the perimeter of the <br />water feature shall have a maintained shoreline that compliments <br />or is connected to the community gathering space. A maintained <br />shoreline may include manicured vegetation and/or an improved <br />surface. The remaining shoreline may include a natural vegetative <br />buffer and/or other natural materials. <br /> <br />2. The plan shall include at least four (4) additional parks of at least <br />two acres in size. <br /> <br />3. The parks shall be integrated into the development and connected <br />with trails and sidewalks. <br /> <br />4. Stormwater requirements, such as ponding and infiltration areas, <br />shall not count toward the park, recreation, pathway, and open space <br />needs, unless, at the sole discretion of the City, the area is incorporated <br />as a design feature of the park or open space and is available for public <br />use.
