ARDEN HILLS CITY COUNCIL-July 13, 2009 28 <br /> Mr. Ronald Nelson, 4504 Keithson Drive, Arden Hills, stated that retaining walls <br /> would work and he did not have a problem with this. He stated that the problem is <br /> getting worse as it continues. Public Works Director Hoag had recommended a <br /> retaining wall initially. <br /> Mayor Harpstead stated that because they were dealing with water flow, Rice <br /> Creek Watershed may have an interest in the project. <br /> Councilmember Holden stated that there should be a survey on file. <br /> Public Works Director Hoag stated that he had looked in the files and there is not <br /> a lot of detail on this area because it is an easement. <br /> Councilmember Holden stated that URS may have a contour map and the City <br /> should check with them. She asked Parks and Recreation Manager Olson if there <br /> were other problems in the trail system that the City needed to address. <br /> Parks and Recreation Manager Michelle Olson stated that the majority of the <br /> trails are in good condition. There have been some sink holes problems on the <br /> Chatham trails. However, staff has been working to resolve those. She has been <br /> working with Community Development Director Lehnhoff in regards to the <br /> Lexington trail. This trail is in poor condition and can not be resurfaced. <br /> Councilmember Holden clarified that the side of the trails were being looked at <br /> during evaluations as well as the pavement surface. <br /> Parks and Recreation Manager Olson stated that the ratings may include the <br /> sloping to the side of the trail, in some cases. The condition of the trail may be poor <br /> due to the slope or erosion issues. Staff is unaware of any other situation such as <br /> this particular trail <br /> Councilmember Grant asked if other residents have come forward with issues that <br /> need to be fixed by the City. <br /> Parks and Recreation Manager Olson stated that there have been minor sink <br /> holes on bituminous paths and minor patch work that have been addressed by staff. <br /> Public Works Director Hoag stated that, unrelated to the trails, Staff is currently <br /> working with the property owner at 1315 Red Fox Road. There is about 75 feet of <br /> right-of-way that is unpaved. The property owner wants the end of the right-of-way <br /> paved. <br />
