AR-DEN HILLS CITY COUNCIL-July 13, 2009 27 Public Works Director Hoag stated that Bolton and Menk would prepare a contour map of the area to determine the flow and where it was going. Councilmember Holden stated that the trail was having problems in a large area. She stated that when residents had problems or issues the City needed to respond in a timely manner. She asked why the City had waited for more than a year to address this issue. Public Works Director Hoag stated that this had been brought before the Council last year and it was put into the budget for this year. Councilmember McClung pointed out that the project was in front of the Council now and they needed to be sure the problem was corrected. Councilmember Holden clarified that people were under the assumption that if this wasn't in the budget then the Council would not move it forward. Councilmember Grant stated that this project should have been moved forward last year. Councilmember Holden stated that the City needs to be clear that if they need to fix or maintain items then it should be done, even if the item is not in the budget. She suggested the City reimburse Mr. Nelson for the cost of the mulch that he put in place. Councilmember Grant stated that the City should have put the mulch down and fixed the problem last year. MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion to extend the meeting to 10:30 p.m. The motion carried unanimously (5-0). Councilmember Holmes stated that the study was going to cost $5,000. She asked if Staff would be able to make the necessary repairs once the problems had been identified. Public Works Director Hoag stated that he would not be able to commit to this until he was aware of what the problems were. Councilmember Holden asked Mr. Nelson, the property owner, if he would have a problem with having retaining walls being put in place.
