AR-DEN HILLS CITY COiJNCIL-July 13, 2009 4 <br /> Councilmember Holmes stated that it seems like these items are either a problem <br /> or not a problem. If it is a problem, then the City should address it and if it is not a <br /> problem then it should not be in the report. <br /> Mr. Nielson stated that although there were no occurrences encountered at this time <br /> it is something that could occur and the City should be aware of it. <br /> Councilmember Holden stated that the material weakness for Timely General <br /> Ledger Reconciliations has been remedied due to the addition of staff. She asked if <br /> this was correct. <br /> Mr. Nielson stated that this was correct but this had not been audited yet so the <br /> change would be reflected in next year's report. <br /> Councilmember Grant stated that it was indicated in the report that Information <br /> Technologies Contingency Planning is another item that continues to be a typical <br /> problem for small cities. <br /> Mr. Nielson stated that this is seen in other cities. It is a matter of documenting a <br /> process of how the City would react in a situation, and its IT controls. There were <br /> no issues or concerns that were noted but it is better to have those processes and <br /> procedures in a written format. <br /> Councilmember Grant stated that Arden Hills has a Joint Powers Agreement with <br /> Roseville so they would need to contact the City of Roseville and work with them. <br /> Finance Director Iverson stated that this would be correct. <br /> Councilmember Holden thanked Finance Director Iverson for the report and stated <br /> that it was well written and easy to follow. Staff should receive another award for <br /> their work. <br /> Councilmember Grant stated that the document was well written and thanked <br /> Finance Director Iverson for her work and also indicated staff should win another <br /> award. <br /> C. Finance Department Update <br /> Finance Director Iverson reviewed the changes from 2007 to 2009 in the Finance <br /> Department including the Office Support Staff and the vacancies that the Finance <br /> Department has filled in for. She reviewed the changes in financial reporting <br /> including the Comprehensive Annual Financial Report (CAFR), the Popular Annual <br />
