ARDEN HILLS CITY COUNCIL—May 24, 2010 5 <br /> 6, PUBLIC HEARINGS <br /> A. Annual National Pollutant Discharge Elimination System (NPDES) Public - <br /> Meeting <br /> Civil Engineer Kristine Giga stated as of March 10, 2003, the Minnesota Pollution Control <br /> Agency required all cities within the Seven County Metro Region to apply for a General Storm <br /> Water Permit as part of Federal National Pollutant Discharge Elimination System (NPDES) <br /> requirements. In order to comply with new federal guidelines, municipalities were required to <br /> develop a Storm Water Pollution Prevention Plan (SWPPP) that focuses on ways the municipality <br /> will reduce the amount of sediment and pollution entering the surrounding water bodies. The <br /> SWPPP includes six minimum control measures that need to be addressed by the City and each <br /> control measure includes several Best Management Practices (BMPs) that will be used to <br /> accomplish the measure and each will include measurable goals that can establish the <br /> effectiveness of the SWPPP. Every year the City is required to hold a public meeting on the <br /> SWPPP. The City is also required to submit an annual report to the MPCA documenting the <br /> accomplishments of the previous year. She covered the minimum control measures, and <br /> discussed the accomplishments of 2009 and the goals for 2010. <br /> Mayor Harpstead opened the public hearing at 7:25 p.m. <br /> Mayor Harpstead closed the public hearing at 7:26 p.m. <br /> 7. NEW BUSINESS <br /> A. Resolution 2010-029 Supporting the Inclusion of a Pedestrian Friendly <br /> Infrastructure as Part of the Interstate 694/Trunk Highway 51 Improvement <br /> Project <br /> Parks and Recreation Manager Michelle Olson stated at the May 18, 2010 PTRC meeting it <br /> was recommended by motion that the City Council adopt a Resolution supporting the inclusion of <br /> pedestrian friendly infrastructure as part of the Interstate 694/Trunk Highway 51 Improvement. <br /> The PTRC would like the Ramsey County Board of Commissioners to consider a similar <br /> resolution and these could be forwarded to Mn/DOT for consideration. <br /> Councilmember Holden asked if Mn/DOT was required to include the construction of a <br /> pedestrian crossing. <br /> Civil Engineer Giga explained if there was a sidewalk in place prior to the reconstruction then <br /> they are required to include this in the reconstruction however it is more vague when there is new <br /> construction or where there is no pedestrian crossing already in existence. <br /> Councilmember Holden asked who is responsible for the costs. <br />
